The most prevalent driver for those founders that apply to the MSRP, is their overarching demand for a jurisdiction that ticks all the boxes, both from a business and from a lifestyle and relocation perspective.
Malta – The Ideal Start-up Hub
Digital innovation has made entrepreneurship more accessible to a larger proportion of people especially those that are looking for financial and location independence.
In this post pandemic era many start-up owners have sought out Malta, as it offers an idyllic business hub for their companies to operate from.
The Maltese government has also implemented many start up support programs and tax incentives, making it an attractive business location.
Non-EU business owners that want to raise capital for their innovative ventures know it is quintessential to select a stable jurisdiction to kickstart their start-ups from. Malta in particular has proven to be of great interest as it has an effective rule of law, independent courts, and a transparent legal framework that safeguards investors’ rights bolstering their confidence.
The island state has also lured a large pool of multi-lingual talent from every sector making it a prime location for growing businesses that need human capital to scale up rapidly.
International founders that apply for the Malta Start-Up Program – MSRP get the opportunity to capitalize on all the benefits of launching a business in Malta while enjoying the right to live in one of the Mediterranean’s most sought-after wealth hubs.

The Malta Start-Up Residence Programme (MSRP) – A Two-sided Solution
Eligible non-EU nationals can apply for the MSRP and live in Malta for a preliminary three-year period, while they begin their business activities and this permit can then be extended for an additional five-year period.
The MSRP was recently launched by Malta Enterprise and Residency Malta Agency and is earmarked as one of Europe’s most favorable startup immigration permits.
Founders or co-founders need to present a business plan in a suitable sector that is first evaluated by Malta Enterprise and then, if approved, a residency permit is reviewed and granted by Residency Malta Agency.
To qualify the company needs to have a minimum paid up capital of EUR 25,000 which is incrementally upped by EUR 10,000 for any additional co-founder, included in the MSRP application.
Non-EU applicants also need to demonstrate they have sufficient financial means to sustain themselves and their dependents, pay for health insurance and prove they have a clean criminal record. Additionally, the applicant needs to demonstrate they have not had a business that has been founded through a merger, acquisition, or other takeover. To find out more about the requirements you can read through the Malta Start-Up Residence Program – MSRP brochure.
